What chlorine actually does to your hair
Healthy hair has a cuticle, a protective outer layer made of tiny overlapping scales that lie flat and reflect light, which is what gives hair its shine. Chlorine is an oxidiser, and repeated exposure lifts those scales and breaks down some of the bonds that give hair its strength. Once the cuticle's roughed up, hair loses moisture faster than it can replace it. That's really what dryness and frizz are: hair that can't hold onto water the way it should anymore.
What the research shows
Trichology research comparing hair exposed to treated versus mineral-heavy water has found measurable drops in tensile strength and increased porosity after repeated exposure, the same mechanism chlorine relies on to disinfect pool and tap water. It's a cumulative thing. One shower won't wreck your hair, but showering in it daily for months or years adds up in a way most of us never trace back to the water.

Trichologists (hair and scalp specialists) generally recommend a few things: rinsing hair with clean water before it hits chlorine so there's less room for it to be absorbed, using a clarifying shampoo now and then to lift mineral and chlorine buildup, and following up with a proper deep conditioner rather than just a rinse-out. The step most routines skip is the most obvious one, filtering the chlorine out before it ever reaches your hair, so you're not undoing the work every single day before you've even started.
